Sir,
Enclosure.
C.O. 13612 RECO (X REG IS JUL 19
General Post Office, Hong Kong, 29th May, 1899.

I have the honour to acknowledge with many thanks, the receipt of your letter No.787, dated the 17th instant, informing me that I am appointed Post Master General of the Colony, at a salary of $4,440 a year, ($370 a month) on the understanding, that when next I proceed on leave, I shall attend at the General Post Office in London for special training and on the further understanding, that I must not expect any acting appointments for the next five years.
2. I shall be very glad indeed when next in England, to avail myself of any opportunity that may then be afforded me, of making myself acquainted with the technical work of the Post Office. I am much obliged to the Secretary of State for making provision for my so doing. I should, I think, in any case, have asked permission to attend for some period of time, at the General Post Office in London, when next on leave.

I would however invite the attention of His Excellency the Governor, and of the Secretary of State, to the fact, that I have
The Honourable,
The Colonial Secretary.
